Pennsylvania Highlands Community College was established by the State Board of Education and is guided by the Commonwealth of Pennsylvania's Community College Act of 1963. As a Pennsylvania public institution, it is also governed by all Pennsylvania revised statutes and rules of law.  When policies are needed at the college level, they are established by Pennsylvania Highlands Community College Board of Trustees.  College policies are posted on this page and are disseminated to the college community following approval by the Board of Trustees.
